The flywheel assembly includes the large rotating disc and the ring gear needed to start the engine, which provides the momentum for gear changing and helps with the power characteristics of the engine. Perkins flywheels are specified with the engine and application in mind, as a lightweight flywheel will allow the engine to "rev" more freely, but have a lumpy tick over at low rpm. A big heavy flywheel helps the engine lug away, even at low rpm, but won't "rev" freely.
